Oklahoma has been experiencing problems with tobacco tax fraud recently. The nature of the fraud runs the gambit from selling cigarettes without tax stamps, to forging tax stamps, to using Indian (they pay a different, lower rate) cigarette tax stamps fraudulently. You can read all about it here.
