USPS regards Photostamps as meter stamps

In a story in this weeks Linn’s (Oct 3), Jay Bigalke tells the story of one collector who sent for a special cancel using his personalized Photostamps from Stamps.com, and had it rejected. The letter accompanying his cover read as follows:
We have received your request for the eBay field [local] pictorial cancellation.
However, I am unable to honor this request. The stamps that you have placed on your covers are picture stamps from the stamps.com web site. Please note these stamps are considered metered mail and cannot receive an additional cancellation.
So, it seems that even the USPS does not consider these to be stamps!
