This bill, being sent to the senate as you read this, eliminates the requirement for USPS to maintain the $3.1 billion escrow fund for ex-military retirees. With this requirement gone, it is likely that the USPS will withdraw its request to raise rates to 39c next year. The bill passed in the House yesterday with a vote of 410-20, an overwhelming majority in favor.
